Rules

2008 Western Iowa Swim Team Conference League Rules
1. The league’s chair team will be responsible for:
A. Calling the initial coaches meeting
B. Maintaining a ledger for managing league funds
C. Ordering ribbons and medals for conference meets
The league’s chair teams will rotate as follows:
2008- Mo.Valley 2009- Atlantic
2010- Avoca 2011- Audubon
2012-Harlan 2013-Missouri Valley
[Other teams participating include Atlantic & Council Bluffs Dolphins)
2. Conference invitational meet entry fees will be calculated based on their 
share of
medals/ribbons for the conference invitational meet. This bill will need to 
be paid to the
conference treasurer by the fall meeting.
3. The fall meeting of the league board will be held in Harlan on August 4th 
at 6:30 P.M. (Place
to be announced). Fall Meeting will always be the first Monday in August and 
Spring Meeting is
always the last Monday in March. At the spring meeting we will always 
discuss whether a ribbon
order needs to be placed for their team with the logo Western Iowa Swim 
League. From this point
ribbon orders will be placed for Western Iowa Swim League ribbons, and each 
team is
responsible for letting the chairperson know of their ribbon needs before 
the swim season. .
4. Warm-ups will start at 5:30. The meet will start promptly at 6:00 p.m. 
Meets are to be
postponed only in case of severe weather. Rain dates will be set at the 
discretion of the coaches
involved.
5. The order of events will be individual medley (beginning with ages 9-10), 
medley relay,
freestyle, backstroke, butterfly, breaststroke, and freestyle relay. (ALL OF 
US WILL RUN OUR
MEETS THE SAME ORDER)
6. Distance will be one length on all strokes for ages 10 and under; two 
lengths for 11 and over.
This applies to both individual events and relays. All individual medleys 
will be 4 lengths.
(EVERY CHILD IS EXPECTED TO MAKE IT ACROSS THE POOL WITH NO
ASSISTANCE)
7. The age of the swimmer on June 1 of the current year will determine the 
age group of the
swimmer. Graduating seniors may compete in the summer following their 
graduation.
8. A contestant may compete in a maximum of 2 relays and 2 short individual 
events. Limitation
of no more than 2 individual events does not apply to the individual medley 
(a long event). A
contestant may compete in an upper age group provided he/she does not 
compete in a total of
more than 4 events (5 if competing in the individual medley.) A relay must 
consist of 4 different
contestants. A mixed boy/girl relay must swim as a boys’ event. Any three-
man relays will be
exhibition only. Swimmers must swim individual events in the appropriate 
gender.
9. In order to swim in the conference meet, a swimmer must have competed in 
at least 2 dual
meets with teams in the Western Iowa Swim Team Conference (our league).
10. For the forward start, swimmers shall assume an erect standing position, 
and upon the
command, “Swimmers up, set,” swimmers may assume any desired body position 
with their feet
at the front edge of the pool or starting block. When all swimmers are 
motionless, the starter
shall sound the start (discharge the pistol, blow whistle, sound horn, etc.)
A false start occurs when a swimmer:
A. Unnecessarily delays in reporting for the start or in assuming a starting 
position
B. Leaves the mark before the sound to start has been sounded
C. Does not remain motionless immediately prior to the start
When the start is sounded and one or more swimmers has/have obtained an 
unfair advantage, all
swimmers shall be recalled immediately by a pistol shot, another sounding 
device, or a recall
rope. The starter shall then indicate by lane the swimmer(s) charged with a 
false start. Two false
starts by the same swimmer will result in that swimmer’s disqualification. 
No exceptions.
11. A swimmer will be disqualified if he/she swims out of his/her lane and 
interferes with another
swimmer. If, on the decision of the judge, the outcome of the race is 
affected, the race will be
swum again with the disqualified swimmer omitted. If no interference 
occurred, swimming out
of the lane will not disqualify the swimmer. If the swimmer hits the ropes, 
he/she is allowed to
free himself from the rope without disqualification as long as an improper 
stroke wasn’t used or a
pull on the rope was not used to gain advantage.
12. The reason for a disqualification is to be given to the clerks by the 
judges, recorded and
entered with the results. Judges will write out reasons for disqualification 
on a card. Forms shall
be used and designation of whether or not this is a warning or a 
disqualification will be clearly
designated on the form.
13. Age 8 & under swimmers will only be disqualified if doing the wrong 
stroke for the majority
of the race, at dual meets. (At the conference invitational meet, 8 & under 
swimmers WILL be
disqualified for stroke infractions that occur repeatedly (more than 2 times)
14. Age groups will be 8 & under, 9-10, 11-12, 13-14, and 15-18 (through 
summer following the
senior year of high school). There shall be separate girl and boy events for 
each age group.
When there is only one entry for an event, that swimmer may swim with the 
preceding or
following age group event but scored separately (to expedite the meet). 
Combined heats will be
of opposite sexes only in order to facilitate the pickers and stroke judges 
responsibilities.
15. A copy of the results of the meet is to be given to or sent to the 
opposing team as soon after
the meet as possible.
16. Picker placement shall have priority over recorded times. (Amend “time” 
as necessary.)
ALL HEATS ARE SCORABLE, PROVIDED AS COMPARIBLE TO PICKER’S
PLACEMENT
17. Meet officials and their duties:
A. Head Starter - Sees that the meet moves as quickly as possible and is in 
charge of starting
all races. He/she disqualifies for false starts only. Announce event numbers 
and keep and
eye out for combined heats.
B. Line-up Supervisor - Sees that all swimmers are ready to go behind the 
blocks one event
prior to the event in which they are participating. Line-up supervisor is 
also responsible for
looking at least three to four heats ahead of time to be able to expedite 
the meet by
combining heats. Combine heats as possible; combined heats should be grouped 
by event.
C. Stroke judge - Decides on any infraction of strokes according to the 
rules, and is in charge
of disqualification if necessary; is in charge of relay starts and the 
disqualification of any
relay if necessary. In a relay setting, both swimmers must be in contact 
with the deck at
time when swimmer touches in order to avoid a disqualification. Visiting and 
home teams
will each be responsible for providing one stroke judge.
D. Runners - Act as facilitators between the clerk and the announcer.
E. Announcer - Announces approaching races and the swimmers participating; 
Announcer is
required to call swimmers to report and also announce any record breakers 
taking place at
their own discretion.
F. Scorekeepers & Ribbon Writers - Will write meet results and prepare 
ribbons during the
meet. Multiple copies of the meet results should be made, one for the 
hosting team and one
for each of the visiting teams. Meet results should be given or sent to the 
visiting team(s) as
soon after completion of the meet as possible. (ALL CARDS ARE TO BE GIVEN TO
THEIR TEAM COACHES AFTER THE MEET)
G. Timers- Timers are responsible for running the stopwatches and recording 
times on all races.
They should also make sure the swimmers name is correct on the cards. There 
will one
timer per swimmer at every event, with an additional 1-2 backup timers. If 
there are not
enough timers the hosting team will ask for volunteers from the audience. At 
all meets
swimmers are required to do a two-hand touch when swimming the breast and 
butterfly
stroke. Timers will be responsible for watching for legal two hand touches 
in butterfly and
breaststroke races, noting on the card and alerting the clerk when an 
illegal touch has been
made.
H. Ready Benches- these people are responsible for getting the right cards 
with the right
swimmer from their team or the opposing team. It will take two of these 
people each meet,
one for the hosting team and one for the opposing team. Coaches will send a 
template with
the lane circled and swimmers name in place. The cards will be attached to 
these pages then.
(The Template will be copied for the line up supervisor, coaches, ready 
benches and
announcer before coming to the meet this will also be faxed to the hosting 
team by 6:00
P.M. the night before the meet.) Each team is responsible to bring three 
copies of their own
templates with their swimmers on them. If your team doesn’t need or use the 
template to
run your meet, please let the opposing team know prior to meets. If you are 
using the Easy
Meet Manager II software, please print out a couple of copies for the ready 
bench helpers.
I. Pickers- Pickers are to place out every heat and record for each event. 
All the teams are in
agreement that the same picker card will be used at every meet. The pickers 
will have the
final say on who wins the race.
J. Coaches - Should be sure that their swimmers report to the line-up 
supervisor 2 events prior to
their swimming events. Control your swimmers in the area assigned. When they 
are not
swimming, they should be seated. Swimmers not in a heat must stay away from 
the pool
edge.
19. Any complaints about the way the meet is being run should be taken to 
the hosting coaches
immediately when the complaint arises. Any questions that a coach has with 
the opposing team
about heats should be checked on two days before the meet. Each team will be 
in charge of
handing out there own participation ribbons to their swimmers. All swim 
cards are to be done on
the computer or in pencil. There will be Individual Swim Cards for each 
swimmer except relays.
Swim meet entries should be emailed before 6:00 P.M. the night before the 
meet. At all meets the
opposing team will receive odd lanes and the hosting team will have even 
lanes. (MO VALLEY
HAS FIVE LANES, WOODBINE HAS FOUR LANES, HARLAN HAS EIGHT LANES and all
other pools have SIX LANES. Harlan’s pool is 25 yards, Woodbine is 20 yards 
and all the
others are 25 meters. All Coaches in Agreement on this 8/1/05.
